The purpose of this quality assessment was to make university accountable and transparent, and thus improve the quality of the university as a market-oriented institution. In recent years, these market-oriented reforms have prevailed in different countries of the world and their footprint can also be seen in the higher education of Iran. The purpose of the present research was to study quality assessment with a critical and philosophical perspective. To achieve this goal, conceptual analysis, qualitative content analysis and inferential method were used. First, an attempt was made to analyze quality assessment as a concept and to examine its anthropological foundations. The next step was to analyze the market-based quality assessment and related reforms in the supporting documents of Iranian higher education, and finally the compatibility of anthropological foundations of market-oriented quality assessment with the Islamic perspective has been studied. The findings of this study indicate that quality assessment in the core of marketisation relies on the anthropological foundations of Neoliberalism and especially homo economicus model. This model account man as a self-interested, utility-maximizer, and competitive being. From this point of view, economic rationality is the supreme model for all rational activity and should be guide of all other human activities. Marketisation is the result of the idea that its goal is to manage institutions such as universities in a market-oriented way, which is interpreted as New Public Management (NPM). Therefore, market-oriented quality assessment tries to evaluate the quality of the university in a way similar to commercial companies and to make the university transparent and responsive to the needs of customers. Thus in these model universities, for funding, have to compete with other universities and higher institutions in competitive higher education markets. Therefore, the student is a customer of knowledge and educational services, and the university attracts her/him through marketing and offers her/him the knowledge as a commodity. In higher education markets, economic rationality and cost-benefit logic control and regulate all relationship and process includes quality assessment. Examination of Iranian higher education support documents indicates the impact of the NPM and market-based quality assessment. In these documents, market-oriented reforms are accepted as one of the necessities of modernizing the university, which the university must accept them for transformation. In these documents, an attempt has been made to intertwine market-oriented reforms with Islamic-Iranian goals. Competitiveness of universities, uncontrolled development of privatization, development of commercialization logic, and market-based quality assessment in universities are examples of market-oriented reforms considered in Iran's higher education supporting documents. Of course, market-oriented reforms in Iran can be considered as a kind of quasi-Neoliberalism that, although it has retained some basic principles of Neoliberalism, but in the cultural context of Iranian higher education, it has taken a different form and has created new damages.  These reforms further seek to make the university financially independent from state funding, but at the same time increase the government's indirect control over the university by new methods of quality assessment. The commodification of knowledge, the student as a customer, the evaluation of quality on the basis of quantity and the production of objective results, coercive accountability and the resulting moral model have important cultural and philosophical meanings that have been severely criticized in the Islamic view. Market-oriented quality assessment leads to a kind of prformativity and quantification, and its result is a kind of academic ethics based on cost-benefit logic. In this view, knowledge, educational services and educational relations are evaluated based on the profitability. In this view, the religious and traditional conception of knowledge as a path to perfection and the moral values based on it are seriously questioned. At a market-oriented university, a university professor is a knowledge provider, and his value depends on the extent of his educational services and customer satisfaction.}, keywords = {Quality Assessment,Market-based reforms,Higher Education,Anthropology,Neoliberalism}, title_fa = {تأملی بر مبانی انسان شناختی «ارزیابی کیفیت» در آموزش عالی ایران و سنجش سازواری آن با انسان شناسی اسلامی}, abstract_fa = {«ارزیابی کیفیت» یکی از شایع ترین اصلاحات آموزشی در نظام های آموزش عالی کشورهای مختلف جهان است که به خصوص از دهه 1990 و تحت تاثیر نولیبرالیسم در حال توسعه است. هدف این «ارزیابی کیفیت» پاسخگو کردن و شفاف ساختن دانشگاه و در نتیجه ارتقای کیفیت دانشگاه به عنوان نهادی بازارمحور است. در سال های اخیر این اصلاحات بازارمحور در کشورهای مختلف جهان به الگوی غالب بدل شده است و جای پای آن در آموزش عالی ایران نیز قابل مشاهده است. هدف پژوهش حاضر، مطالعه «ارزیابی کیفیت» در آموزش عالی با رویکرد انتقادی و فلسفی است. برای رسیدن به این هدف، از روش‌های «تحلیل مفهومی»، «تحلیل کیفی محتوا» و روش «استنتاجی» بهره گرفته شده است. در وهله اول سعی شده است تا «ارزیابی کیفیت» به عنوان یک مفهوم مورد تحلیل قرار گیرد و مبانی انسان شناختی آن مورد بررسی قرارگیرد. در گام بعدی، «ارزیابی کیفیت» و اصلاحات مرتبط با آن در اسناد پشتیبان آموزش عالی ایران مورد تحلیل قرار گرفته است و در نهایت به سنجش سازواری مبانی انسان شناختی «ارزیابی کیفیت» با انسان شناسی اسلامی پرداخته شده است.یافته های این پژوهش حاکی از آن است که «ارزیابی کیفیت» به عنوان محور اصلاحات بازارمحور، بر الگوی انسان- شناسی نولیبرالیسم و به خصوص « انسان اقتصادی» تکیه دارد. این الگو، انسان را به عنوان موجودی خودمحور، بیشنه ساز سود و رقابتی می داند. در این منظر، عقلانیت اقتصادی به عنوان الگوی سایر فعالیت های عقلانی انسان است و باید الگوی غالب کلیه فعالیت های انسان باشد. بازاری سازی نتیجه این الگو است که هدف آن مدیریت نهادهایی مثل دانشگاه به شیوه بازارمحور است که از آن به «مدیریت عمومی نوین» تعبیر می شود. بنابراین ارزیابی کیفیت بازارمحور سعی دارد دانشگاه را به شیوه شرکت های تجاری مورد ارزشیابی قرار دهد تا آن را در قبال نیازهای مشتریان پاسخگو و شفاف سازد. بنابراین در این الگو، دانشگاهها برای کسب منابع مالی مجبور به رقابت با دانشگاههای دیگر و سایر موسسات در بازارهای آموزش عالی هستند. بنابراین دانشجویان به عنوان مشتریان دانش و خدمات آموزشی هستند که دانشگاه آنها را از طریق فرایند بازاریابی جذب می‌کند و دانش به عنوان کالا را به آنها عرضه می‌کند. در بازارهای آموزش عالی، عقلانیت اقتصادی و منطق هزینه- سود، کنترل کننده و تنظیم کننده روابط و فرایندها و از جمله ارزیابی کیفیت است.ارزیابی اسناد پشتیبان آموزش عالی ایران نشان از تاثیر الگوی «مدیریت عمومی نوین» و ارزیابی کیفیت بازارمحور در آن است. در این اسناد، اصلاحات بازارمحور به عنوان یکی از ضروریات مدرن‌سازی دانشگاهها پذیرفته شده است و هر دانشگاهی برای تحول باید آنها را بپذیرد. در این اسناد، تلاش شده است تا اصلاحات بازارمحور با اهداف ایرانی- اسلامی در هم تنیده شود. رقابت دانشگاهها، خصوصی سازی بی رویه، حاکمیت منطق تجاری‌سازی و ارزیابی کیفیت بازارمحور در دانشگاهها، نمونه‌هایی از اصلاحات بازارمحور هستند که در اسناد پشتیبان آموزش عالی ایران مورد توجه قرار گرفته‌اند. البته، اصلاحات بازارمحور در ایران را می‌توان نوعی شبه-نولیبرالیسم دانست که گرچه برخی اصول نولیبرالیسم را حفظ کرده‌اند، ولی در بطن فرهنگی آموزش عالی ایران شکل جدیدی به خود گرفته‌اند و آسیب‌های جدید را ایجاد کرده‌اند. این اصلاحات در پی استقلال اقتصادی دانشگاه از بودجه دولتی و همزمان افزایش کنترل دولت بر دانشگاه از طریق روش‌های نوین ارزیابی کیفیت است. کالایی‌سازی دانش، تلقی دانشجو به عنوان مشتری، ارزیابی کیفیت بر مبنای کمیت و تولیدات عینی، پاسخگویی قهری و الگوی اخلاقی ناشی از آنها معانی فلسفی و فرهنگی مهمی در پی دارند که در دیدگاه اسلامی مورد نقد قرار گرفته است. ارزیابی کیفیت بازارمحور منجر به نوعی «کاربردپذیری» و کمی‌سازی می‌شود و نتیجه آن نوعی اخلاق آکادمیک بر پایه سود- هزینه است. در این دیدگاه، دانش، خدمات و روابط تربیتی بر پایه سودآوری آنها مورد ارزشیابی قرار می‌گیرند. در این دیدگاه، مفهوم سنتی و مذهبی دانش، به عنوان مسیری برای کمال، و همچنین ارزش‌های اخلاقی ناشی از آن به صورت جدی مورد سوال و چالش هستند. در دانشگاه بازارمحور، یک استاد دانشگاه یک عرضه کننده دانش است و ارزش او وابسته به رضایت مشتریان از خدمات آموزشی او است.}, keywords_fa = {ارزیابی کیفیت,اصلاحات بازارمحور,آموزش عالی,انسان‌شناختی,نولیبرالیسم}, url = {https://jresearch.sanjesh.org/article_244120.html}, eprint = {https://jresearch.sanjesh.org/article_244120_863b9ed45cb25b2dcffbe449d6205f29.pdf} }
