چکیده

هدف: هدف پژوهش، بررسی و تحلیل برنامه­ها و اقدام­های مربوط به نظام دانشگاه­های تراز جهانی به­صورت مطالعه تطبیقی بود.
روش پژوهش: ماهیت و نوع مطالعه بررسی تطبیقی است که براساس رویکرد، کیفی؛ بر اساس هدف، کاربردی؛ براساس شیوه بررسی توصیفی-تحلیلی (اسنادی) بوده و برای این منظور کتب، پیشینه مطالعاتی و پژوهش­های صورت گرفته و اسناد و مدارک موجود پیرامون دانشگاه تراز جهانی در کشورهای چین، ژاپن، سنگاپور، دانمارک، تایوان، هنک کنگ، کره جنوبی، کانادا، سوئد، آلمان، فرانسه، اسپانیا، روسیه، آمریکا مورد مطالعه، بررسی و تحلیل قرار گرفته است. انتخاب کشورها براساس نمونه­گیری هدفمند و با هدف دستیابی به بیشترین اطلاعات صورت گرفت و دلیل انتخاب این کشورها برخورداری از نظام آموزشی پیشرفته و داشتن تجربه قابل بررسی در این حوزه، و امکان دسترسی به مدارک و اسناد کشورهای مذکور در این حوزه نیز وجود داشت. جهت تنظیم تحلیل داده­ها، از روش سه مرحله­ای تلخیص داده­ها، عرضه داده­ها و نتیجه­گیری و برای تحلیل اسناد از روش تحلیل محتوا به شیوع مقوله­بندی استفاده شد.
یافته‌ها: یافته­های پژوهش نشان داد اقدام­های مربوط به ایجاد دانشگاه تراز جهانی در اغلب کشورها، شامل حمایت­های مالی و سرمایه­گذاری در دانشگاه­های برتر و متمرکز بر حوزه­های پژوهش، بهبود و تعالی پژوهشی، تعالی آموزشی و بین­المللی­شدن دانشگاه و در برخی از کشورها نیز تحول مدیریتی مانند استقبال مسئولین دولتی و دانشگاهی از مدل نوظهور دانشگاهی و قرار دادن آن به عنوان یکی از مهم­ترین سیاست­گذاری­ها در حوزه نظام دانشگاهی است. همچنین در برخی از کشورها به نوسازی و بازسازی زیرساخت­های آموزشی و پژوهشی دانشگاه­ها و موسسات آموزش عالی تأکید شده است.
نتیجه‌گیری: با توجه به نتایج پژوهش می­توان اذعان داشت که توافق و تفاوت در اقدام­های صورت گرفته برای ایجاد و توسعه دانشگاه تراز جهانی وجود دارد که با بهره­گیری از این تفاوت­ها و شباهت­ها، نظام آموزش عالی ایران با توجه به شرایط و اقتضائات خود می­تواند به انتخاب اقدام­های و مولفه­های مناسب و نیز تدوین برنامه­های راهبردی جهت نیل به دانشگاه تراز جهانی بپردازد.

Objective: The purpose of this study was the programs and measures related to the world-class university system in the form of a comparative study.   
Methods:The research method in this research was analytical For this purpose, books, study backgrounds and researches have been done and the existing documents about world-class universities in China, Japan, Singapore, Denmark, Taiwan, Hank Kong, South Korea, Canada, Sweden, Germany, France, Spain, Russia. The United States has been studied and analyzed. The collected methods were analyzed qualitatively.
Results:The research findings showed that the measures related to the establishment of world-class universities in most countries, including financial support and investment in top universities, especially in the field of research, research improvement and excellence, educational excellence and internationalization. University and in some countries, managerial transformation, such as the reception of government and university officials from the emerging university model and its placement as one of the most important policies in the field of university system. In some countries, emphasis has also been placed on modernizing and rebuilding the educational and research infrastructure of universities and higher education institutions.
Conclusion: According to the results of the research, it can be acknowledged that there is agreement and difference in the measures taken to create and develop a world-class university, and Using of these differences and similarities, the higher education system of Iran with according to its conditions and requirements, it can choose the appropriate actions and components as well as formulate strategic plans to achieve a world-class university.
