نقدی بر سیاست بومی گزینی دانشجویان: لزوم اتخاذ سیاستی جامع و تحقیق بنیاد

چکیده

سیاست بومی گزینی دانشجو در سال 1369 تصویب و ابلاغ شد. از آن زمان نقدهایی بر این طرح وارد شده است. برخی نیز علیرغم این نقدها بر پیامدهای مثبت این طرح همچنان پافشاری می کنند. این مقاله درصدد است پیش فرضهایی زبر بنایی که باعث تصویب این طرح شده است را به نقد بکشاند. برای نشان دادن اشکالات این برنامه از روش کتابخانه ای استفاده شده است. بدین منظور تمام مطالعاتی که مستقیما یا غیر مستقیم به این سیاست مرتبط بودند مورد بررسی و تحلیل نقادانه قرار گرفتند. همچنین با اتکا به تئوریهای مختلف برخی از این نقدها مورد تجزیه و تحلیل قرار گرفتند.
یافته ها نشان می دهد این برنامه بدون یک کار کارشناسی دقیق و عمیق انجام شده است و استدلالهای بنیادین آن در بسیاری از موارد مغلطه ای بیش نبوده و این طرح در واقع به شکل یک مسکن عمل کرده و مسئولین را از پرداختن به راه حل های اساسی مسائل باز داشته و سرپوشی است بر ضعف های مدیریتی سازمان های متولی در مسائل مورد اشاره در آن.
با استدلالهای نظری و تحلیلی، پژوهشهای انجام شده، تحقیقات و استدلالهای موافقان به چالش کشیده شده و پیشنهادات و راهکارهایی را در برخی زمینه ها ارائه داده شده است. استدلال کلی آن است که این برنامه باید به صورت پایلوت اجرا می شده و بعد از مشخص شدن ایرادات، در سطح کلان اجرا می شد..

چکیده [English]

Objective: The students’ Indigenous selection policy was approved and announced in 1990. There have been criticisms of the plan since then. Despite these criticisms, some continue to insist on the positive consequences of this plan. This article seeks to critique the rough construction assumptions that led to the approval of this policy.
Methods: To show the problems of this policy, the library study method (desk study) has been used. For this purpose, all studies that were directly or indirectly related to this policy were critically reviewed and analyzed. Also, some of these critiques were analyzed based on different theories.
Results: The findings show that this program was carried out without a thorough and in-depth expert work, and its fundamental arguments were in many cases nothing more than fallacies. It has open issues and covers the managerial weaknesses of the responsible organizations in the issues mentioned in it.
Conclusion: With attention to theoretical and analytical arguments and the researches which have done in this subject, researches and arguments of the proponents have been challenged and suggestions and solutions have been presented in some fields. The general argument is that this program should have been run as a pilot, and after
