چکیده
هدف: هدف پژوهش، طراحی الگوی تعالی نظام دانشگاهی در دانشگاه‌های دولتی شهر تهران بود.
روش پژوهش: ماهیت و نوع مطالعه توصیفی-همبستگی است که براساس رویکرد، آمیخته اکتشافی (کیفی و کمی)؛ بر اساس هدف، کاربردی بود. بخش کیفی با استراتژی تحلیل مضمون انجام شده و به دنبال استخراج مضامین سازمان­دهنده، مضامین پایه و خرده مقولات بوده است که از طریق رویکرد دلفی (20 نفر) صورت گرفت. در بخش کمی، پرسشنامه‌ای تنظیم و پاسخ 241 نفر از اعضای هیات علمی دانشگاه­های مورد مطالعه دریافت شد. برای تعیین روایی پرسشنامه از روایی محتوایی از دیدگاه متخصصین استفاده شد. داده­های ­کمّی با استفاده از تحلیل عاملی تأییدی و معادلات ساختاری تحلیل شد.
یافته‌ها: یافته­های پژوهش نشان­ داد که تعالی نظام دانشگاهی دارای پنج مضمون سازمان­دهنده: ساختار و رهبری دانشگاه؛ مدیریت منابع؛ فرایندهای دانشگاه، شراکت­ها و تعاملات، مشارکت عمومی و مسئولیت اجتماعی دانشگاه است. مقدار ضریب کندال نیز برای همه مضامین بیشتر از 70/0 برآورد شد که دلالت بر اجماع قوی خبرگان داشت. همچنین نتایج مدل معادلات ساختاری نشان داد مضمون فرایندهای دانشگاه بیشترین سهم بار عاملی (888/0) داشت، بعد به ترتیب به شراکت­ها و تعامل (877/0)، مشارکت عمومی و مسئولیت اجتماعی (871/0)، ساختار و رهبری دانشگاه (851/0) و مدیریت منابع (851/0) تعلق داشت.
نتیجه‌گیری: با توجه به نتایج می­توان اذعان داشت برنامه­ریزی جهت تعالی نظام دانشگاهی ضروری است که برای این منظور بهره­گیری از مولفه ­های احصاء­شده برای مطالعه دانشگاه متعالی و سیاست­گذاری در این زمینه می­تواند موثر واقع شود.

Designing the Excellence Model of the University System in Iranian Public Universities

چکیده English

Objective: The purpose of the research was to design the excellence model of the academic system in the state universities of Tehran.
Methods: the nature and type of descriptive-correlation study based on the approach, mixed exploratory (qualitative and quantitative); On purpose, it was functional. The qualitative part was conducted with thematic analysis strategy and sought to extract organizing themes, basic themes, and subcategories, which was done through the Delphi approach (20 people). In the quantitative part, a questionnaire was prepared and the answers of 241 faculty members of the studied universities were received. To determine the validity of the questionnaire, content validity from the point of view of specialists was used. Quantitative data were analyzed using confirmatory factor analysis and structural equations.
Results: The research findings showed that the excellence of the university system has five organizing themes: university structure and leadership; resource management; university processes, partnerships and interactions, public participation, and university social responsibility. The Kendall coefficient was also estimated to be greater than 0.70 for all themes, indicating strong expert consensus. Also, the results of the structural equation model showed that the content of university processes had the highest share of factor loading (0.888), followed by partnerships and interaction (0.877), public participation and social responsibility (0.871), university structure and leadership (0.851), and resource management (0.851).
Conclusion: According to the results, it can be acknowledged that planning for the excellence of the university system is necessary, and for this purpose, using the calculated components to study the excellence of the university and make policies in this field can be effective.
